Organization <br /> We suggest that the most natural way to structure a new <br /> county organization is to follow closely the arrangements that <br /> have been worked out in our county government to deal with similar <br /> matters of community interest. Essentially this involves creating <br /> two entities: a department of <br /> the county's administrative <br /> government (ultimately reporting to the County Manager) , and a <br /> board which serves as advisors to the County Commissioners. The <br /> planning department and the planning board are similar <br /> organizations which deal with matters involving many of the sane <br /> considerations as those contemplated here. <br /> :t would be the responsibility of the administrative <br /> department to carry out day-to-day work as described more fully in <br /> the section relating to "Duties. " <br /> Briefly, these will include at <br /> first a quantity of planning and paper-work to coordinate the use <br /> of raw water supplies and to procure additional sources, and the <br /> field work necessary to the actual operation water and sewer <br /> facilities already owned by the county. The activities of this <br /> depttment clearly mI.s t be coordinated -wi:h those f <br /> c the pla:zin5. <br /> recreation, and 'public works departments, as overlapping concerns <br /> are to be expected. The County Manager would be responsible for <br /> staffing the department to a level commensurate with its t <br /> s a..c..ua1 <br /> needs at any given time.
