Determining what areas of the County will be served <br /> and by whom is a crucial step in any long term <br /> planning process. <br /> 5) Develop a water conservation program for all of Orange <br /> County. <br /> Except for the first charge, which is constrained by <br /> external time limits, no priorities have been attached to <br /> these responsibilities. <br /> The vast amount of information presented to the <br /> Committee made it clear that technical and strategic means <br /> exist to meet both the short term and the long term water <br /> needs of Orange County. The obstacles to recommending a <br /> single management structure were primarily political . A <br /> County Water Board , though, should , over time, break down <br /> these political obstacles. As the Board gains cooperation and <br /> compromise in its efforts to meet the aforementioned charges, <br /> the Committee believes the details of a long range, unified <br /> County strategy will begin to evolve. <br /> The Committee did review two separate proposals <br /> regarding end management structures, a concept for a County <br /> water and sewer authority and a proposal for a County water <br /> and sewer department. Both are presented in their original <br /> form as attachments to this report. No recommendations were <br /> made on either proposal and both are submitted without <br /> prejudice. A third document, concerning the means to and end <br /> structure, was also submitted. It, too, is attached in its <br /> original form. <br />
