096 Marvin Collins presented the revised water and <br /> sewer policy which incorporates all of the <br /> Planning Board' s previous actions which is <br /> explained by the cover memorandum (these <br /> documents are an attachment to these minutes) . <br /> %t \ He noted that all the Board s recommendations <br /> have been included <br /> but in a different format. <br /> Be asked for approval in order that this <br /> revised policy can be forwarded to the Board of <br /> Commissioners on December 1, 1987 for <br /> discussion and the possible scheduling of a <br /> public hearing. <br /> After discussion of alternative systems <br /> policies the following recommendations were <br /> made by Jacobs: <br /> On page 2, Alternative Systems Policies, f2 <br /> should read as follows: <br /> The use of private community treatment systems <br /> should be discouraged as a means of sewage <br /> disposal throughout Orange County. <br /> On page 3 . 2a. should read as follows: <br /> a. Ground absorption sewage disposal systems of <br /> 3000 gallons per day or more design capacity, <br /> and package treatment plants with a design <br /> capacity of 3000 gallons per day or less should <br /> be allowed only in situations where the <br /> clustering of development is utilized to occupy <br /> a smaller land area, and only through Special <br /> Use Permit or Planned Development approval <br /> procedures as set forth in the Subdivision <br /> Regulations and/or Zoning Ordinance. <br /> On page 3 ► 2b. should read as follows: <br /> b. Ground absorption systems with a design <br /> capacity of 3.000 gallons per day or more and <br /> package treatment plants for sanitary- sewage <br /> disposal are expressly prohibited in the <br /> Agricultural Residential (AR) and Rural Buffer <br /> (RB) , Water Supply Watershed (PW-II) and Water <br /> Quality Critical Area (WQCA) districts as shown <br /> in the Land Use Plan except as may be approved <br /> through a Special Use Permit or a Planned <br /> Development District. <br /> MOTION: Best moved that the policy be forwarded to the <br /> Commissioners as amended.
