Comments on Master Recreation and Parks Plan <br /> November 23, 1987 <br /> Page Two <br /> The master recreation and parks plan proposes the near-term development of a <br /> district park at Cane Creek Reservoir. The report recommends that substantial <br /> recreational facilities be constructed at the park, including docks, picnic <br /> areas and shelters, play areas, ballfields, tennis courts, trails and <br /> restrooms. The total cost of these facilities is estimated to be $290,400. <br /> Although this proposal has not yet been discussed with OWASA's Board of <br /> Directors, I think that OWASA's financial contribution to these facilities <br /> would be a fraction of that amount. Furthermore, the monitoring and <br /> management of these facilities and users would require a substantial <br /> commitment of OWASA staff time- certainly much greater than that previously <br /> anticipated by OWASA. Finally, the upkeep and maintenance of these <br /> facilities, including the wastewater disposal facilities, will require <br /> additional staff and financial resources. <br /> Several important issues must be resolved prior to development of a <br /> recreational facilities plan for Cane Creek Reservoir. OWASA staff will work <br /> cooperatively with Orange County and all interested parties, including <br /> residents of the Cane Creek area, to develop a financially feasible recreation <br /> plan which is compatible with the goal of providing a safe, high quality water <br /> supply. <br /> Thank you very much for providing this opportunity to review and comment on <br /> the proposed Master Recreation and Parks Plan for Orange County. These <br /> comments and the draft plan have not yet been reviewed by the Board of <br /> Directors of OWASA. The Board may wish to provide additional comments to <br /> Orange County relative to the Master Plan, and particularly to the development <br /> of recreational opportunities at Cane Creek Reservoir. <br /> Patrick Davis <br />
