While the evidence from other watersheds is sufficient to <br /> justify reasonable controls on land development within the <br /> watershed, there has been no formal assessment of the impacts of <br /> that project on University Lake. Furthermore, the Amberly <br /> project should not be considered as a one and only development, <br /> but any assessment should address the broad issue of a policy <br /> that permits intensive urban development in the watershed. It is <br /> the purpose of the watershed study that OWASA is undertaking to <br /> examine alternative development policies and their probable <br /> impacts on the lake. To accomodate the desires of developers and <br /> the Town of Carrboro, OWASA has reduced the time period for the <br /> study from two years to one. To proceed with the construction of <br /> a new development before that study is completed is at best <br /> premature. At worst it has has the appearance of disregard for <br /> expert opinion about impacts on the lake. <br /> Thus, I encourage you not to proceed to grant the necessary <br /> permits for the construction of the Amberly project until the <br /> study of the watershed has been completed and the findings are <br /> considered. <br /> Sinc- ely, <br /> David H.
