188 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: Subdivision Regulations <br /> REFERENCE: Section IV-B-3-e (New) TRAFFIC IMPACT STUDY <br /> ORIGIN OF AMENDMENT: x., Staff _x Planning Board <br /> BOCC Public. <br /> Other: <br /> STAFF PRIORITY RECOMMENDATION: High Middle,x_Low <br /> Comment: <br /> EXPECTED PUBLIC HEARING DATE: November 23. 1987 <br /> PURPOSE OF AMENDMENT: The new Section IV-B-3-e will require <br /> preparation and submission of a <br /> traffic impact study as part of the <br /> application for approval of sub- <br /> divisions with 80 or more dwelling <br /> units or where the estimated traffic <br /> generated by the subdivision exceeds <br /> 800 trips/day. <br /> IMPACTS/ISSUES: Large-scale development has a significant <br /> effect on a community' s and in some cases a <br /> region' s environment. economy. and public <br /> facilities. A traffic impact study is used <br /> to determine whether the roadway network in <br /> the area of a proposed major development <br /> will be able to handle the existing traffic <br /> plus additional traffic that will be <br /> generated by the development. If. in <br /> preparing the study, it is determined that <br /> the roadway network cannot adequately handle <br /> the additional traffic. the study should <br /> provide useful information for determining <br /> the types and extent of improvements <br /> necessary to handle the additional traffic. <br /> In this way. it can provide a basis for <br /> linking roadway improvements with develop- <br /> ment project approval. <br /> This amendment would require preparation and <br /> submission of a traffic impact study as part <br /> of the application for preliminary plan <br /> approval for subdivision containing 80 or <br /> more dwelling units. Procedures are <br /> included that would allow Orange County to <br /> require preparation of a study for smaller <br /> subdivisions as well as an exemption proce- <br />
