120 ' <br /> 1o4 <br /> 0 <br /> McLENNAN'S FARM SUBDIVISION <br /> 0 ORANGE COUNTY, NORTH CAROLINA <br /> 0 WASTEWATER FACILITIES PLAN <br /> 0 <br /> Introduction <br /> 0 <br /> As urban development continues to spread outward beyond the existing <br /> 0 infrastructure support capabilities of local governments, developers must <br /> recognize their obligation to insure that their projects are planned and, <br /> 0 developed in such a manner that the environmental sensitivity of the area <br /> is preserved. <br /> 0 <br /> When a project is proposed within known "Areas of. Environmental Concern", <br /> 0 conventional approaches to development densities and infrastructure design <br /> may not be sufficient to the environmental preservation needs, of the <br /> 0 area. Consequently, new and more technically complex approaches must be <br /> taken to minimize adverse environmental impacts and preserve the ecologi- <br /> 0 cal balance within and around the project area. <br /> 0 The planning and design of the McLennan's Farm Subdivision reflects the <br /> developers awareness of the sites environmental sensitivity and a <br /> 0 commitment to the development of a project which will exist in harmony <br /> with nature. <br /> 0 <br /> Background <br /> The McLennan's Farm Subdivision, as proposed, is a 14—lot subdivision <br /> � located off Bowden Road in southern Orange County. The project site is <br /> north of Neville Creek, which is a principal tributary to University <br /> 0, Lake. Consequently, the project site is in the secondary watershed area <br /> for University Lake and thus is regarded as an Area of Environmental Con- <br /> 0 cern relative to any land disturbance activity. <br /> 0 The proposed development is outside the current Orange Water and Sewer <br /> Authority (OWASA) sewer service area, and based on discussions with OWASA <br /> 4 representatives, sewer service expansion along Jones Ferry Road to Bowden <br /> Road is not anticipated within five years. Major factors affecting the <br /> extension of OWASA sewer service to the project area are: <br /> 4 1) Current sewer and water expansion moratorium in effect until April, <br /> 1989 for all reservoir watershed areas; <br /> 4 <br /> 2) Project area is within the jurisdictional area for Orange County <br /> t' zoning. Under Orange County zoning regulations, no municipal sewers <br /> are being permitted within the watershed areas of University Lake; <br /> 3) Developers extend sewer systems at their own expense and then turn <br /> 4 systems. over to OWASA.
