indicated that a proposal would be presented to the Board of <br /> Aldermen that a resolution be adopted, indicating that Fox <br /> Meadow Subdivision would not be annexed involuntarily for a <br /> 0 4 8 period of at least ten years . <br /> V On October 20, 1987, the Carrboro Board of Aldermen adopted <br /> the proposed Joint Planning Agreement and a Resolution of <br /> Intent to Delay Consideration of Annexing Fox Meadow <br /> Subdivision . <br /> The Chapel Hill Town Council considered adoption of the <br /> Joint Planning Agreement at its October 26, 1987 meeting. <br /> The Town Manager recommended approval of a resolution <br /> adopting the Agreement which the Town Council subsequently <br /> adopted . <br /> The County Attorney has recommended several technical <br /> corrections based on a review of the proposed Agreement by <br /> the Town of Carrboro staff and on comments made by Dr . Alice <br /> Gordon at the public hearing. <br /> At its October 28, 1987 meeting, the Orange County Planning <br /> Board voted to approve the Joint Planning Agreement, <br /> including retention of the dividing line as proposed . No <br /> change to the Transition area boundary along Hillsborough <br /> Road was recommended . <br /> The Planning Board also authorized the Planning Board Chair <br /> and Planning Director to send a letter to the <br /> representatives of Fox Meadow Subdivision, indicating the <br /> procedures for amending the Joint Planning Area Land Use <br /> Plan and Agreement should the residents wish to pursue an <br /> amendment to the dividing line between Chapel Hill and <br /> Carrboro. <br /> RECOMMENDATION : The Administration recommends approval of the Joint Planning <br /> Agreement as presented on October 14, 1987, including <br /> the technical corrections recommended by the County <br /> Attorney. Adjustment of the western boundary of the Carrboro <br /> Transition Area I is not recommended, since a separate <br /> public hearing would be required to change the boundary. <br /> In addition, no change to the dividing line between Carrboro <br /> and Chapel Hill is recommended . <br />
