Carrboro's Board of Aldermen was concerned enough about our feelings <br /> to find out where the Fox Meadow subdivision was located. In <br /> addition, while appreciative of the chance to speak, I felt that any <br /> attempt to convince the Board of Aldermen to reconsider and to suggest <br /> an alternative jurisdictional line for consideration by Orange County <br /> and Chapel Hill was futile; nothing I could have said would have made <br /> any difference. Carrboro's failure to redraw the line or to suggest <br /> an alternative for consideration will be viewed, rightly or wrongly, <br /> by the residents of Fox Meadow as additional proof that we will not be <br /> as well off in Carrboro's jurisdiction as in Chapel Hill's. <br /> While we would not turn down or suggest that Carrboro withdraw its <br /> resolution not to try to annex Fox Meadow for at least ten years, this <br /> resolution is not what we are after. I do not really believe Carrboro <br /> is giving up anything with this resolution. It does not have the <br /> force of law and, as such, is no guarantee that as members on <br /> Carrboro's Board of Aldermen change that future Boards will honor the <br /> resolution. Further, at the joint planning board public hearing, one <br /> member suggested it would be at least 20 years before Carrboro would <br /> be in a position to annex Fox Meadow. While our first preference is <br /> to remain as part of Orange County only, we would rather be part of <br /> Chapel Hill's jurisdictional territory with no such resolution than to <br /> remain in Carrboro's jurisdictional territory with the resolution. <br /> On Monday, October 28, 1987, Chapel Hill held their council meeting in <br /> which the joint planning agreement was discussed and voted on. I did <br /> not attend that meeting because, for better or worse, I could not see <br /> that our attendance would achieve anything. After all, it was Mr. <br /> Weldon who said that if there was a compelling reason for changing the <br /> jurisdictional line, then maybe it could be changed. In light of the <br /> lack of encouragement at the meeting with the three planners, I felt <br /> that the next real opportunity would take place at Orange County's <br /> meeting on the joint planning agreement. <br /> I apologize for the length of this letter. It is hard to convey many <br /> of my thoughts and report on the results of the meeting with the three <br /> planners without getting rather long. I again hope that the views <br /> expressed here this evening will be carefully weighed and considered. <br /> To date, the residents of Fox Meadow have availed ourselves of the <br /> opportunties provided to us to have constructive input into this <br /> agreement (with the exception of the Chapel Hill Board meeting, which <br /> I now regret for not having attended) . Once these options have been <br /> exhausted, we will turn to our last means of comment - the vote. But <br /> by then in our eyes it will be too late.
