If this is true, <br /> then why this need to hold onto a community that does not want to be <br /> part of Carrboro's jurisdictional territory? i' At their Board of <br /> Aldermen meeting on October 20, 1987, Carrboro indicated that they <br /> have not involuntary annexed anyone since 1980 and that they do not <br /> intend to involuntarily annex anyone in the future. 411.) <br /> Lrhe present force of this agreement concerning annexation and the <br /> improbability that Carrboro would consent to our being annexed by <br /> Chapel Hill are equivalent, in my opinion, to involuntary annexation <br /> right now. If 100 percent of a community's households are against <br /> being in Carrboro's jurisdiction, this seems to be about as <br /> involuntarily a placement as one can get. Furthermore, the joint <br /> planning agreement means that our annexation future will be decided by <br /> officials for whom we have not had the chance to vote for (or against) <br /> in the past or, I believe, in the future. Will the residents of Fox <br /> Meadow be able to vote for Carrboro's officials in tomorrow's <br /> elections? If not, then perhaps we have here the potential for <br /> "annexation without representation. " Perhaps before this agreement is <br /> put into effect, those communities whose annexation futures are being <br /> decided upon should first have the right to vote for the officials who <br /> will planning the future growth and direction of the jurisdictional <br /> territories being designated under this plan. <br /> I recognize that the groundwork for many of the decisions that are in <br /> place today were laid before there was a Fox Meadow subdivision. But <br /> this to me does not negate the overwhelming opposition of the current <br /> community. We presented our oppositioin back in February and again on <br /> Wednesday, October 14, 1987. These were the times afforded the <br /> affected and other interested parties to participate in the decision <br /> making process. I know that the answer to some questions can be "no' <br /> as well as "yes;" not everybody gets what they want. But I ask you to <br /> consider where things are today. We have a community in existence <br /> that is directly affected by this agreement. This community to the <br /> household wishes to be placed in Chapel Hill's jurisdiction. In my <br /> view, no compelling reason has been offered to us as to why this can <br /> not occur. To hide behind the historical aspects does not confront <br /> the decision that needs to be made given today's circumstances. The <br /> line can be redrawn, it can be drawn in such a manner that is <br /> consistent with how other lines have been drawn, in such a manner as <br /> to preserve the Rogers Road community in one jurisdiction, and in such <br /> a manner that the Fox Meadow residents will have greater faith in the <br /> elected officials of the Cities of Carrboro and Chapel Hill and of <br /> Orange County. <br /> On Tuesday, October 20, 1987, I appeared before the Carrboro Board of <br /> Aldermen to again state the feelings of the Fox Meadow residents. <br /> During the meeting, it became obvious that only one member of <br />
