Carrboro was <br /> willing to make only one "concession," that is, a promise <br /> not to annex Fox Meadow for the next ten years. <br /> Our purpose in sendingthis letter is to register ourdis- <br /> satisfaction with the manner in which these "negotiations" <br /> took place. In general, we do not believe that the spirit <br /> of cooperation/accomodation that was communicated to us on <br /> October 14, 1987 was carried through in the planners ' meet- <br /> ing. Carrboro was steadfast in their position not to concede <br /> an inch, and no one actively advocated for our community. To <br /> the best of our knowledge, the planners did not confer or <br /> consult with government officials. <br /> To us, "history and confusion" are not adequate reasons to <br /> deny our request for amendment to the Joint Land Use Map. <br /> Furthermore, it is difficult not to view Carrboro 's "offer" <br /> of a 10 year moratorium on annexation of Fox Meadow as a <br /> scheme or an insult. This is in light of the fact that <br /> many of those in thethree governments involved have stated <br /> that it would be 20 years or more before annexation by <br /> Carrboro would occur. Thus, to gain anything at all, our <br /> community would need a legally binding contract stating that <br /> Carrboro could not annex us for a minimum of 30 years. <br /> We wish that more creativity and open-mindedness could have <br /> permeated th efforts to explore our request for change. <br /> Since placement in Chapel Hill 's transition area appears <br /> difficult, perhaps Fox Meadow could remain in the County <br /> planning area, referred to as "rural transition area," with <br /> a density of one unit per acre. Community representatives <br /> could serve on the County planning board. This is only one <br /> creative solution. <br /> Though the issue of Fox Meadow's request for change may be <br /> closed for the time being, we felt compelled to communicate <br /> our perplexity and disappointment to our elected representa- <br /> tives, if only as a matter of principle.
