November 1 , 1987
Shirley Marshall, Chair
Orange County Commissioners
106 E. Margaret Lane
Hillsborough, N.G. 27278
re: Fox Meadow
Subdivision
Dear Ms. Marshall and Commissioners :
This letter is in regard to the request made by the Fox
Meadow Subdivision at the October 14, 1987 Public Hearing
regarding the Joint Planning Agreement and Land Use Map.
At that hearing, our community requested, via petition and
verbal requests, that ( 1 ) we remain in the rural buffer,
or (presupposing the unworkability of #1 ) that (2) we be
placed in the transition area of Chapel Hill. These re-
quests were made due to our opposition to being in Carrboro' s
transition area, as proposed.
During the October 14, 1987 hearing, we believed that the
Commissioners listened to our request with due respect and
communicated their willingness to give due consideration to
our request. Ms. Marshall suggested that planners for Carr-
boro, Chapel Hill, and the County meet to obtain resolution
on our proposal for change to the Joint Land Use Map. Resi-
dents of Fox Meadow left this hearing heartened that the
governments would work cooperatively ( i.e. jointly) to satis-
fy therequest of our citizen' s group.
However, within 24 hours of the October 14, 1987 public
hearing, Roy Williford, planner for the Town of Carrboro,
had already advised us of Carrboro ' s unwillingness to con-
sider changing "the line" at Rogers Road, which could place
Fox Meadow out of Carrboro' s transition area. Carrboro
feared that "giving up" Fox Meadow might create a "domino
effect;" where neighboring subdivisions might request a
similar change in status.
Despite this gloomy forecast, Ken Meardon, a resident of
Fox Meadow, requested a meeting with the planners. of Carrboro ,
Chapel Hill, and Orange County. This meeting took place on
October 19, 1987. In attendance were Roy Williford of Carr-
boro, Roger Waldon of Chapel Hill, Marvin Collins of Orange
County, and Mr. Meardon. The result of this meeting was a
decision not to make any changes to the proposed Land Use
Map to accomodate our community' s request. Reasons cited
