167 <br /> SDA REDESIGNATION INSTRUCTIONS <br /> (ATTACHMENTS A - K) <br /> The Service Delivery Area (SDA) is the principal geographical unit <br /> for programs under JTPA. As previously communicated, among the <br /> responsibilities of a chief elected official (CEO) for a service delivery <br /> area are the selection of Private Industry Council members (PIC) , the <br /> development of a joint agreement between the PIC and the CEO which <br /> designates an administrative entity and grant recipient, and oversight of <br /> the comprehensive program. As funds are passed down from the federal <br /> level to the state and then on to the service delivery area, the <br /> liability for these funds is also passed on to the service delivery area. <br /> Therefore, the chief elected official must consider not only the <br /> selection of the Private Industry Council but a grant recipient that can <br /> adequately safeguard these funds. <br /> Chief Elected Official for JTPA purposes is defined as the mayors of <br /> the cities of Charlotte, Durham, Greensboro, and Winston-Salem for those <br /> respective SDAs and in all other cases as the Chairman of the County <br /> Commissioners. The current SDAs are identified on Attachment A which <br /> includes the SDA name, counties served and the administrative entity with <br /> contact person(s) . <br /> The JTPA legislation requires that the State Job Training <br /> Coordinating Council recommend to the Governor, service delivery areas <br /> which will promote effective and efficient planning, administration and <br /> delivery of services in North Carolina. The Act specified certain <br /> criteria for SDA designation but also allows the Governor to develop <br /> additional criteria. I have enclosed, as Attachment B, the criteria for <br /> designation of new SDAs, the petition for SDA designation and guidelines <br /> for responding to the Governor's petition for designation as a service <br /> delivery area (Attachment K) . The criteria are as follows: <br /> 1. a single unit of general local government with a population of <br /> 200,000 or more; or <br /> 2. a consortium of contiguous units of local governments with an <br /> aggregate population of 200,000 or more which serves a <br /> substantial part of a labor market area; or <br /> 3. two (2) or more contiguous units of general local government <br /> (county) that: <br /> a. have 100,000 or more population; and <br /> b. represent a substantial portion of a labor market <br /> area-or an area in which State or Federal services <br /> are provided. <br /> Several attachments are provided for your use if you choose to <br /> change your current SDA status. Each deals with a specific issue related <br /> to the process. Attachment C is a directory for North Carolina labor <br /> market areas and Attachment D lists county population estimates. <br />
