Martin, Governor S. Thomas Rhodes, Secretary
October 15, 1987
Ms. Shirley E. Marshall
Chairman, Orange County
707 E. Franklin Street
Chapel Hill, YC 27514
Dear Ms. Marshall:
CUBJECT: SERVICE DELIVERY AREA DESIGNATION
As you may recall, two years ago the North Carolina Job Training
Partnership Act (JTPA) network undertook a major restructuring,
decreasing the size of the Rural Service Delivery Area for which the
Governor has responsibility, and increasing the number of local service
delivery areas under the control and management of local elected
officials. This process resulted in the establishment of twenty—si?:
service delivery areas in North Carolina.
' tye are pleased with the progress and genera' srarus the Job Training
Partnership Act system has achieved during the past two years. However,
sone areas have indicated an interest in ser--ce delivery area changes to
better meet local needs and address local problems. Therefore, the
. Governor has decided to accept formal petitions for service delivery area
status.
The Job Training Partnership Act allows that no more often than
every two years, the Governor may redesignate the service delivery areas
for the Job Training Partnership Act Program (JTPA) . Any new designation
will commence for Program Year 1988 (July 1, 1988 through June 3U, 1989) .
To accomplish this, you as the chief elected official (CEO) need to
decide with the governing body, what service delivery area designation is
best for your jurisdiction. Although ferr-al applications are not due
until November 24, 19P7, I would appreciate your forwarding a
P.O.Box 27687,Raleigh.North Carolina 27611-7687 Telephone 919-733-4984
An Equal Opportunity/Affirmative Action Employer
