a <br /> • 163 <br /> We currently consort with Durham, however this arrangement, <br /> from Staff's perspective, has not been optimum for the County <br /> in meeting local needs and addressing local problems. Based <br /> on the criteria cited above, Orange County can petition for <br /> designation as a service delivery area in accord with Criteria <br /> #3 or petition for designation under a Rural Service Delivery <br /> Area (Balance of State) . Should the Board wish to pursue <br /> either designation, the following options are available: <br /> Option One - Approach Chatham and/or Person Counties to <br /> determine interest in joint participation of a JTPA <br /> Program (these represent counties that are contiguous <br /> units of local government to Orange County, have labor <br /> market areas and either would assist us in meeting the <br /> 100,000 population requirements) , or <br /> Option Two - File formal petition for the State to <br /> administer the program. <br /> We are working within a very tight time frame, as the formal <br /> application must be submitted to the State by November 24, <br /> 1987. <br /> RECOMMENDATION(S) : Authorize the Manager's Office to pursue Option #1 and <br /> bring forward a recommendation at the November 17th <br /> Commissioner's Meeting. <br />
