Any new <br /> designation will commence for Program Year 1988. Two years <br /> ago the North Carolina JTPA network undertook a major <br /> restructuring, decreasing the size of the Rural Service <br /> Delivery Area for which the Governor has responsibility, and <br /> increasing the number of local service delivery areas under <br /> the control and management of local elected officials. To <br /> accomplish this, the Board of Commissioners will need to <br /> decide what service delivery area designation is best for <br /> Orange County. The criteria for designation of new SDA's are <br /> a follows: <br /> 1. a single unit of general local government with a <br /> population of 200, 000 or more; or <br /> 2. a consortium of contiguous units of local government with <br /> an aggregate population of 200,000 or more which serves a <br /> substantial part of a labor market area; or <br /> 3. two (2) or more contiguous units of general local <br /> government (county) that: <br /> a. have 100, 000 or more population; and <br /> b. represent a substantial portion of a labor market area <br /> or an area in which State or Federal services are <br /> provided. <br />
