162
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action A 1
ACTION AGENDA ITEM ABSTRACT Item No. j
Meeting Date: November 2, 1987
SUBJECT: JTPA: SERVICE DELIVERY AREA DESIGNATION
DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No
ATTACHMENT(S) : INFORMATION CONTACT:
CORRESPONDENCE MANAGER'S OFFICE, X501
PETITION FOR SERVICE DELIVERY
AREA DESIGNATION
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To consider JTPA Service Delivery Area Options for Program
Year 1988 (July 1, 1988 through June 30, 1989)
BACKGROUND: The Job Training Partnership Act allows the Governor to
redesignate service delivery areas every two years. Any new
designation will commence for Program Year 1988. Two years
ago the North Carolina JTPA network undertook a major
restructuring, decreasing the size of the Rural Service
Delivery Area for which the Governor has responsibility, and
increasing the number of local service delivery areas under
the control and management of local elected officials. To
accomplish this, the Board of Commissioners will need to
decide what service delivery area designation is best for
Orange County. The criteria for designation of new SDA's are
a follows:
1. a single unit of general local government with a
population of 200, 000 or more; or
2. a consortium of contiguous units of local government with
an aggregate population of 200,000 or more which serves a
substantial part of a labor market area; or
3. two (2) or more contiguous units of general local
government (county) that:
a. have 100, 000 or more population; and
b. represent a substantial portion of a labor market area
or an area in which State or Federal services are
provided.
