Box 366 <br /> Carrboro; NC 27510 <br /> (919) 968-4421 <br /> October 19, 1987 <br /> Mrs. Shirley Marshall, Chairman <br /> Orange County Board of Commissioners <br /> Orange County Courthouse <br /> 106 East Margaret Lane <br /> Hillsborough, NC 27278 <br /> Dear Shirley: <br /> On several occasions Orange Water and Sewer Authority has been <br /> requested to provide assistance or to own and operate community-type <br /> water and/or wastewater facilities. These community-type systems are <br /> small systems serving a subdivision, mobile home park, retirement <br /> center, single commerical facility or similar projects, that are not <br /> interconnected with a central municipal-type water or sewer system. <br /> The locations of facilities using community water and wastewater <br /> systems may be adjacent to corporate boundaries, such as the <br /> Northwoods Subdivision on Highway 86 north of Chapel Hill, or the <br /> Trails Subdivision which is located several miles west of Carrboro off <br /> Highway 54. Community systems have been proposed for the Amberly <br /> Subdivsion in the University Lake watershed. This subdivision site <br /> was recently annexed into Carrboro. <br /> The successful operation of these community systems will be heavily <br /> dependent on adequate and proper design, good construction, sufficient <br /> and qualified operating personnel, and necessary finances for needed <br /> operations, improvements, and repairs. <br /> The question before the Board of Directors is whether the Authority <br /> can fulfill an essential public need in providing local water and <br /> sewer services by becoming more involved in the ownership and <br /> operation of these small community systems. There are pros and cons <br /> for gearing up for this activity. The Board of Directors of OWASA <br /> recommends that Orange County convene a group from the County, OWASA, <br /> Carrboro, and Chapel Hill to review the situation and propose how the <br /> very real issue and need can be best addressed. <br /> Very truly yours, <br /> Edward N.
