Columbia Street <br /> Chapel Hill , N.C. 27514 <br /> Dear Ms. Marshall and Mayor Wallace: <br /> The Carrboro Board of Aldermen, by consensus, has asked me <br /> to convey to you our concerns about additional steps that we may <br /> need to take to protect the watershed . Having agreed to a <br /> moratorium of water and sewer line extensions into the watershed <br /> until the watershed study is completed , we feel : (a) that we <br /> should establish a moratorium on septic systems for major <br /> subdivisions in the watershed, and (b) that we should develop a <br /> policy regarding alternative sewage treatment systems in the <br /> watershed. <br /> We are concerned about protection of the watershed and <br /> especially the possibility of receiving applications for major <br /> developments in the watershed prior to the completion of the <br /> OWASA study.
