140 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE : Subdivision Regulations <br /> REFERENCE: Section IV-B-3-c-8 Marginal Access Streets <br /> ORIGIN OF AMENDMENT: Staff x Planning Board <br /> _ BOCC Public <br /> Other : <br /> STAFF PRIORITY RECOMMENDATION : High_xMiddle Low <br /> Comment: <br /> EXPECTED PUBLIC HEARING DATE: August 24, 1987 <br /> PURPOSE OF AMENDMENT: To amend Section IV-B-3-c-8 of the <br /> Subdivision Regulations to strengthen <br /> access controls on arterial and <br /> collector roads. <br /> IMPACTS/ ISSUES : There has been increasing concern among <br /> Planning Board members about the effect of <br /> driveways on major highways in Orange <br /> County . The Planning Board is concerned <br /> that as land along major County highways <br /> develops, both the amount of traffic on the <br /> highway and the number of driveways will <br /> increase. There will also be increasing <br /> conflicts between vehicles turning into and <br /> out of driveways and through traffic. These <br /> conflicts will create a safety problem and, <br /> potentially, a need for road widening that <br /> might be avoided if some control is placed <br /> on the location of driveways . <br /> These concerns can be addressed by creating <br /> or strengthening access restrictions to <br /> major County highways from parcels of land <br /> created under the Subdivision Regulations . <br /> It is during subdivision review and approval <br /> that the number and location of driveways <br /> can be controlled. It is also through <br /> subdivision review and approval that lot <br /> configurations can be developed that will <br /> allow for access provisions other than <br /> individual driveways and lot dimensions that <br /> will permit desirable driveway locations <br /> with regard to intersecting streets. <br /> Being part of the subdivision regulations, <br /> these requirements would apply to only the <br />
