This item was presented at <br /> public hearing on August 24, 1987 . <br /> BACKGROUND: Section IV-B-3-c-8 of the Subdivision Regulations is <br /> proposed to be amended by specifying forms of common or <br /> restricted access to lots in new subdivisions along major <br /> roads. The amendment is intended to provide more control <br /> over the number of access points that will be created along <br /> major roads, thereby reducing conflicts between through <br /> traffic and turning vehicles . <br /> The Planning Board met on October 19, 1987 to make its <br /> recommendation on the proposal . Planning Board members were <br /> concerned about two aspects of the proposed amendment: 1 ) <br /> whether it should be permissive as proposed, i .e. , " . . .the <br /> subdivider max be required . . . " or be mandatory; and 2) the <br /> effect of insufficient traffic count data on a requirement <br /> that is based on existing traffic volumes. Based on these <br /> concerns, the Planning Board recommended that the proposed <br /> amendment be referred back to the Ordinance Review Committee <br /> for further consideration . <br /> RECOMMENDATION: The Administration recommends approval of the Planning Board <br /> recommendation ; i .e. , that the proposed amendment be <br /> referred back to the Ordinance Review Committee for further <br /> consideration . <br />
