137 <br /> 4 <br /> letter to the Planning Department dated <br /> October 5, 1987 has been approved by NCDOT. <br /> It incorporates NCDOT' s current requirements: <br /> 1 . One hundred ( 100 ) foot right turn taper <br /> on SR 1718, <br /> 2. Increased dedicated right-of-way to forty <br /> (40 ) feet from centerline, <br /> 3 . A dedicated` 10 'x70 ' sight distance <br /> triangle at the intersection, and <br /> 4. A recommended subdivision entrance 30 <br /> feet wide. <br /> NCDOT's approval of the entrance plan is <br /> consistent with their August 25 letter which <br /> said that the left turn lane on Mt. Sinai Road <br /> was no longer recommended . <br /> The Planning Staff recommends that the <br /> preliminary plan for Piney Mountain be <br /> approved with the removal of the following <br /> condition : <br /> (4) Provide a left turn lane off Mt. Sinai <br /> Road with the final approval of Phase <br /> One. <br /> Best asked why NCDOT was requiring an increase in <br /> the dedicated right-of-way to forty feet. The <br /> developer, Mark O 'Neal , noted that NCDOT had <br /> explained to him that It would give them more <br /> - flexibility in the event the left turn lane needed <br /> to be added at a later date and the Duke Forest <br /> properties across the street would not supply the <br /> right-of-way needed. Also, after conversations <br /> with O' Neal 's engineer, Mike Mills (NCDOT) stated <br /> they did not have a traffic count that indicated <br /> the need for a left turn lane. <br /> Eddleman inquired about the number of lots in each <br /> phase and Mr. O'Neal responded 24 in Phase One and <br /> 35 in Phase Two. <br /> MOTION: - Lewis moved approval of Planning Staff 's <br /> recommendation. Seconded by Yuhasz. <br /> Best asked if the developer had tried to secure the <br /> land needed to provide a left turn lane. Mr. <br /> O' Neal responded that he had not done so since the <br /> information from NCDOT and his engineer did not <br /> - indicate such a need. <br /> Collins noted that one of the issues that Staff was <br /> trying to emphasize was that when DOT was asked to <br /> reconsider their initial recommendation for a left <br />
