E) 2 1 <br /> Additional information which the Proposer may consider <br /> appropriate and relevant to this request should be included 113 <br /> in the Proposal submitted to the County for consideration . <br /> Estimated Manppwer Requirements an Project Costs <br /> The Proposal shall include an estimate of the manpower <br /> requirements ( for the Proposer and the County ) and estimated <br /> costs of performing the work as described in this request . <br /> Presentations to the County <br /> The Orange County Board of Commissioners will be kept <br /> informed of the study progress by the County staff . However, <br /> the Proposer awarded the contract for the study will be <br /> required to meet with an Open Space Technical Advisory <br /> Committee to review and comment on various components of the <br /> study. At least six (6 ) meetings with this group will be <br /> required . <br /> Presentations of the study results will also be required, <br /> involving the Orange County Planning Board, Recreation and <br /> Parks Advisory Council , and the Environmental Affairs Board . <br /> A formal presentation will also be required at the public <br /> hearing on the study . <br /> Award _of Contract <br /> The County reserves the right to reject any and all proposals <br /> received . If a contract for completion of the project is <br /> awarded by the County, it will be awarded to the firm which , <br /> after considering all pertinent factors, including cost, <br /> demonstrates that it possesses the skills, judgment, <br /> experience, and availability for convenient and prompt <br /> service in such degree as in the opinion of the County <br /> constitutes the best and most advantageous Proposal for the <br /> County. Although cost will be a consideration in the <br /> selection, it will not be the controlling criteria.
