Present an open space plan for the County, based on <br /> identified goals and objectives, and the individual <br /> elements comprising the open space network, and identify <br /> areas most suitable for intensive development ( low <br /> sensity ) and areas which should remain predominantly <br /> undeveloped (high sensitivity ) <br /> A product of the study will be comprehensive open space <br /> plan for the County. Another product will be the <br /> development of a conservation plan based on the amount <br /> and degree of sensitivity. The technique used in <br /> planning for the conservation categories is to be a <br /> composite transparency overlay approach , whereby a <br /> transparency will be made of each sensitivity and the <br /> transparencies superimposed upon each other . From the <br /> composite, conservation categories are to be identified, <br /> including, but not limited to, the following: <br /> o High Sensitivity Conservation Category <br /> o Medium Sensitivity Conservation Category <br /> o Low Sensitivity Conservation Category <br /> The conservation categories may derived by giving equal <br /> weight to each sensitivity . The preferred method, <br /> however, is to assign weights to each sensitivity <br /> category or transparency based on a ranking system <br /> developed with citizen and advisory board input. <br /> 6. Identify alternative strategies and techniques for the <br /> preservation of open space, including the advantages, <br /> disadvantages, and legal feasibility of each . <br /> a.
