DIf <br /> 103 REQUEST FOR PROPOSALS <br /> COMPREHENSIVE OPEN SPACE PLAN <br /> Purpose of Work <br /> Orange County desires to enter into a Contract with a <br /> qualified firm for the purpose of undertaking activities <br /> comparable to those set forth in the Scope of Work described <br /> herein . The purpose of the Request For Proposals is to invite <br /> qualified persons or firms to submit to the County written <br /> proposals concerning the completion of the desired work . <br /> Orange County is a unit of local government providing human <br /> and social services to approximately 99, 344 citizens . The <br /> major urbanized area is the Chapel Hill - Carrboro area <br /> located in the southeastern portion of the county . The county <br /> seat, Hillsborough , is located centrally, and the Town of <br /> Mebane, to the west of Hillsborough , extends across the <br /> Alamance County line into Orange County . The City of Durham, <br /> to the east, has expanded to the point that its city limits <br /> coincide with the Orange County line . <br /> As part of the Research Triangle area of North Carolina, <br /> Orange County is anticipating continued growth . Expected to <br /> contribute to and accelerate this growth is the scheduled <br /> completion of 1 -40, linking the northern and rural portions <br /> of Orange County with the expanding communities of Raleigh <br /> and Durham, and the Research Triangle Park to the east. <br /> In anticipation of this growth , Orange County adopted its <br /> first Land Use Plan in September, 1981 . Prior to that time, <br /> studies were completed which addressed critical issues within <br /> the County - watershed protection and agricultural <br /> preservation . More recently, a Master Recreation and Parks <br /> Plan has been completed and is scheduled for public hearing <br /> in November . Furthermore, a Natural Areas Inventory is being <br /> prepared under the auspices of the Triangle Land Conservancy . <br /> In addition to those plans and studies completed or underway, <br /> a Joint Planning Area ( JPA) Land Use. Plan has been prepared <br /> jointly by Orange County and the Towns of Chapel Hill and <br /> Carrboro. The Plan designates the projected pattern of urban <br /> growth in the southeast portion of the County for the next <br /> twenty years . <br /> Associated with the JPA Land Use Plan has been the <br /> designation of a Rural Buffer zoning district with a two-acre <br /> minimum lot size requirement. The purpose of the Rural Buffer <br /> is to define the boundary of urban growth as well as protect <br /> the rural character of the area surrounding the two <br /> communities. The Orange County Planning Department is <br /> preparing a pilot study involving the New Hope Creek drainage <br /> basin, part of the Rural Buffer, which seeks to identify <br /> rural design standards transferable to other portions of the <br /> County. <br />
