BACKGROUND : On June 19, 1987, a Rural Buffer Workshop was conducted at the institute of Government for the purpose of considering strategies for the conservation of rural lands . The focus of the workshop was on the Rural Buffer surrounding the Towns of Chapel Hill and Carrboro. At the workshop, the Orange County Planning Director stressed the need to address the issue from a countywide perspective rather than limiting discussion and staff efforts to the Rural Buffer. Subsequently, a proposal was presented as part of the 1987-88 Planning Department budget to prepare an open space/conservation plan for Orange County, utilizing in-house staff and consultant services. As a first step in implementing the open space/conservation plan proposal , a request for proposals has been prepared which outlines the scope of work to be performed. If approved by the Planning Board and Board of Commissioners, the request would be sent to various consulting firms who have experience in the preparation of such studies. A tentative time schedule for initiation of the project is as follows : November 2 Commissioners approve request for proposals November 4 Request for proposals sent to consulting firms
