094 <br /> _ MINUTES <br /> ORANGE COUNTY PLANNING BOARD <br /> OCTOBER 28, 1987 <br /> The Orange County Planning Board met in special session on October <br /> 28, 1987 at 7:30 p.m. in Conference Room #1 at the Agricultural/Environ- <br /> mental Center, 306F Revere Road, Hillsborough, NC. <br /> PLANNING BOARD MEMBERS PRESENT: Chair Barry Jacobs and members Chris <br /> Best, Dan Eddleman, Peter Kramer, Betty Margison, Sharlene Pilkey, and <br /> Steve Yuhasz. <br /> PLANNING BOARD MEMBERS ABSENT: Prince Taylor, Michael Lewis, Brenda <br /> Swan and Virginia Boland. <br /> STAFF PRESENT: Planning Director Marvin Collins, Planner Gene Bell <br /> and Clerk to the Board Beverly Blythe. <br /> 1. CALL TO ORDER AND ROLL CALL <br /> Chairman Barry Jacobs called the meeting to order and announced that <br /> there was a quorum. <br /> Sharlene Pilkey asked the results of the Public Hearing held by <br /> Hillsborough October 27 and Collins indicated that his response was taken <br /> to the subcommittee and not to public hearing. The timetable is for the <br /> Planning Board to review the subdivision regulations as proposed by <br /> Hillsborough on November 16 with a recommendation to go to the Board of <br /> Commissioners on December 1. <br /> 2. CONSIDERATION OF ADDITIONS TO THE AGENDA <br /> None. <br /> 3 . PUBLIC CHARGE <br /> There were no members of the public present. <br /> 4. CHAIR COMMENTS <br /> Jacobs distributed to the Board members some articles from the <br /> President's Commission on the Out-of-doors. There will be national <br /> meetings for the purpose of talking about open space. <br /> 5. MATTERS HEARD AT PUBLIC HEARING - 10/14/87 <br /> A. JOINT PLANNING AGREEMENT <br /> Marvin Collins presented for consideration a proposed three- <br /> party Joint Planning Agreement involving Orange County and the Towns of <br /> Chapel Hill and Carrboro. A public hearing was held on October 14 in <br /> which two concerns were voiced: <br /> (1) The residents of Fox Meadow Subdivision requested that the <br /> subdivision be left in the Rural Buffer area or placed in <br /> the Chapel Hill Transition Area but not approved as part of <br /> the Carrboro Transition Area II. <br /> (2) A resident of Calvander requested that the western boundary <br /> of the Carrboro Transition Area I be shifted in an easterly <br /> direction to follow the right-of-way lines of Dairyland and <br /> Hillsborough Roads. <br /> After the public hearing, the Planning Directors of Chapel Hill, <br /> Carrboro, and Orange County met with a representative of Fox Meadow Sub- <br /> division to review the concerns.
