AGENDA #5 <br /> MEMORANDUM <br /> TO: Mayor and Council <br /> 091 <br /> FROM: David R. Taylor, Town Manager <br /> SUBJECT: New Joint Planning Agreement <br /> DATE: October 26, 1987 <br /> Council Members Godschalk, Andresen and Howes are sponsoring the <br /> attached resolution to approve this agreement. <br /> Attached are: <br /> .summaries of the new agreement, <br /> .a resolution and the Agreement as adopted by the Carrboro <br /> Board of Aldermen on October 20 (as previously distributed <br /> by the County Attorney) , <br /> .the 13-point outline of Agreement prepared last winter by <br /> the Intergovernmental Work Group, <br /> .the present Joint Planning Agreement signed in February. <br /> Discussion <br /> Foxmeadow Subdivision <br /> At the joint public hearing on October 14, residents of the <br /> Foxmeadow subdivision, in the Carrboro Transition Area west of <br /> Rogers Road, asked to be included in the Rural Buffer or the <br /> Chapel Hill Transition Area. <br /> The proposed agreement provides that a Town could annex into the <br /> other Town's transition area only by consent (Sec. 3. 2) . If the <br /> residents prefer Chapel Hill annexation, they would need to <br /> obtain a release from Carrboro so that a request to Chapel Hill <br /> could be considered. <br /> On Tuesday, October 20, the Carrboro Board of Aldermen approved <br /> the new Joint Planning Agreement. The Alderman also adopted the <br /> enclosed resolution of intent not to initiate annexation of the <br /> Foxmeadow subdivision for 10 years. <br /> Recommendation: That the Council adopt the following resolution. <br />
