Suggested Revisions to Joint Planning Agreement <br /> Submitted by Alice M. Gordon - October 14, 1987 <br /> 079 <br /> Let me offer my congratulations to Carrboro, Chapel Hill, <br /> and Orange County for coming this far in your efforts to approve <br /> a Joint Planning Agreement. As you probably know, I worked <br /> for many years on various versions of a joint agreement both as <br /> a member and later as the Chair of the Orange County Planning <br /> Board. It is gratifying to see that you are so close to signing this <br /> historic agreement. Tonight I have just three suggestions for <br /> revision to an otherwise satisfactory document. <br /> Clarification <br /> Designate the Rural Buffer more clearly on the Joint Planning <br /> Area Land Use Map, especially as it is shown in Exhibit A. This <br /> clarification is necessary since part of the definition of the term, <br /> "Rural Buffer," on page 3 contains a reference to the map, as <br /> follows: <br /> Rural Buffer. That portion of the Joint Planning Area <br /> designated on the Joint Planning Area Land Use <br /> Map as such.... <br /> The simplest solution would be to print the words "Rural Buffer" <br /> in the northern section of the CJDA and in the Southern Triangle <br /> section of the CHJDA, as was done for the Orange County-Chapel <br /> Hill agreement. <br /> Substantive Revisions <br /> Two revisions should be made in Section 2.6 which deals with <br /> Text and Map Amendments. <br /> 1. Section 2.6_C. bottom of page 13. <br /> Eliminate the following sentence: <br /> However, with the consent of the Orange County Manager <br /> or his/her designate, this thirty (30) day period may be <br /> reduced to not less than ten (10) days. <br /> The thirty day period is the only time Orange County has to react <br /> to Chapel Hill or Carrboro amendments to the text of their <br /> ordinances, and the time should remain 30 days. If that is not <br /> possible, however, then allow at least 15 days. Two weeks is a <br /> very short time for reaction by Orange County officials or <br /> citizens. <br />
