Blythe, Administrative Secretary Joanna Bradshaw, <br /> Planning Director Marvin Collins, Planners Gene Bell , Greg Szymik and <br /> Emily Crudup . <br /> A, BOARD COMMENTS <br /> Chair Marshall made opening remarks . She stated that the purpose of <br /> the public hearing is to discuss the Joint Planning Agreement that has <br /> been recommended to Carrboro, Chapel Hill and Orange County by the <br /> Intergovernmental Work Group . The agreement is the culmination of twelve <br /> years of work towards addressing the planning authorities created by <br /> State legislation in 1973 . It is the first cooperative approach to this <br /> subject in the state . Chair Marshall then opened the floor for Board <br /> comments . <br /> Mayor Pro Tem William Thorpe commented that the process for adopting <br /> joint planning had been a long one and that David Godschalk had been the <br /> "spokesperson" for the Chapel Hill Town Council . <br /> John Boone of the Carrboro Board of Aldermen commented on the long <br /> process, noting that Judith Wegner, Mayor Porto, and Tom Gurganus had <br /> been important contributors in the process for Carrboro. <br /> Chair Marshall noted that Commissioners Moses Carey and Don Willhoit <br /> had been the representatives for Orange County . <br /> Commissioner Willhoit stated that with the jurisdictions on the verge <br />
