. . A D „079 Durham/Hillsborough water line and potential develop- ment impacts on Eno River State Park highlighted the need for greater coordination of State and local planning efforts . The State proposed a Memorandum of Understanding to address such concerns and provided a copy of such an agreement with the City of Raleigh . Prior to making a decision on the issue, the Planning Board requested that staff obtain a copy of the plan to be jointly developed by the City of Raleigh and NCDP&R . The Board also asked staff to contact representatives of both agencies and inquire as to their perceptions of the overall process . The Planning Staff recommends that the County begin discussions with NCDP&R relative to coordinated planning efforts using the Draft Memorandum of Understanding (copy included on pages of these minutes ) as the starting point for those discussions . Bell continued noting that Carol Tingley of the Division of State Parks and former member of the Task Force for Umstead District Plan was in attendance and could address some of the Board ' s concerns regarding previous experience with a Memorandum of Understanding . Jacobs asked about item #2 of the Memorandum of Understanding which indicates the County has already accepted the 1979 Master Plan . Collins responded that the Clerk to the Commissioners has researched this item in the Board of Commissioners minutes and she found that the County had approved an RC&D application relating to Eno State Park, particularly the Phase 4 Area . This indicated that the County had only approved the RC&D Plan and not the Master Plan . Bell noted that Susan Phillips, Eno River State Park Superintendent was also available for questions from the Board . Jacobs asked what procedure was used for NRCD to consult with any county regarding significant changes and their adoption for the Master Park Plan . Ms . Tingley responded that all of the master plans are subject to public review and suggestions by means of public information meetings and public hearings during their preparation . Pilkey asked about the timetable on Umstead Park . Ms . Tingley explained the implementation process and the overlay district adjacent to the park indicating some of the more stringent restrictions that would apply in the overlay district. Yuhasz asked if a copy of the specifics of the proposals could be obtained . Ms. Tingley responded that a final draft is being prepared and Orange County could obtain a copy when this is accomplished . She
