A <br /> D <br /> „079 Durham/Hillsborough water line and potential develop- <br /> ment impacts on Eno River State Park highlighted the <br /> need for greater coordination of State and local <br /> planning efforts . The State proposed a Memorandum of <br /> Understanding to address such concerns and provided a <br /> copy of such an agreement with the City of Raleigh . <br /> Prior to making a decision on the issue, the Planning <br /> Board requested that staff obtain a copy of the plan <br /> to be jointly developed by the City of Raleigh and <br /> NCDP&R . The Board also asked staff to contact <br /> representatives of both agencies and inquire as to <br /> their perceptions of the overall process . <br /> The Planning Staff recommends that the County begin <br /> discussions with NCDP&R relative to coordinated <br /> planning efforts using the Draft Memorandum of <br /> Understanding (copy included on pages of <br /> these minutes ) as the starting point for those <br /> discussions . <br /> Bell continued noting that Carol Tingley of the <br /> Division of State Parks and former member of the Task <br /> Force for Umstead District Plan was in attendance and <br /> could address some of the Board ' s concerns regarding <br /> previous experience with a Memorandum of <br /> Understanding . <br /> Jacobs asked about item #2 of the Memorandum of <br /> Understanding which indicates the County has already <br /> accepted the 1979 Master Plan . Collins responded that <br /> the Clerk to the Commissioners has researched this <br /> item in the Board of Commissioners minutes and she <br /> found that the County had approved an RC&D application <br /> relating to Eno State Park, particularly the Phase 4 <br /> Area . This indicated that the County had only <br /> approved the RC&D Plan and not the Master Plan . <br /> Bell noted that Susan Phillips, Eno River State Park <br /> Superintendent was also available for questions from <br /> the Board . <br /> Jacobs asked what procedure was used for NRCD to <br /> consult with any county regarding significant changes <br /> and their adoption for the Master Park Plan . Ms . <br /> Tingley responded that all of the master plans are <br /> subject to public review and suggestions by means of <br /> public information meetings and public hearings during <br /> their preparation . <br /> Pilkey asked about the timetable on Umstead Park . Ms . <br /> Tingley explained the implementation process and the <br /> overlay district adjacent to the park indicating some <br /> of the more stringent restrictions that would apply in <br /> the overlay district. <br /> Yuhasz asked if a copy of the specifics of the <br /> proposals could be obtained . Ms. Tingley responded <br /> that a final draft is being prepared and Orange County <br /> could obtain a copy when this is accomplished . She <br />
