DOEFIT <br /> ' and conservation uses adjacent to the Park to higher density <br /> residential and non-residential uses at greater distances from the <br /> Park boundaries ; <br /> 7. The County will develop and implement watershed protection <br /> policies for the drainage basins of those major streams which <br /> traverse the Park; <br /> 8. NRCD shall be the sole entity responsible for making or requiring <br /> any changes to the 1979 Master Plan for the Park as administered <br /> by NRCD. <br /> 9. The State will retain title to the Park and NRCD will retain full <br /> and complete management, design and development responsibilities <br /> for the Park; <br /> 10.
