Division of Parks and Recreation <br /> (NCDP&R) was presented to the Planning Board on September 21 , <br /> the Board requested that we learn more about the Umstead Park <br /> experience before they (the Planning Board ) made a <br /> recommendation . Specifically, the Board requested that we <br /> obtain a copy of the Umstead District Plan and speak with <br /> Raleigh and NCDP&R officials regarding their participation in <br /> the planning process . I have followed up on this request and <br /> the results are summarized below. <br /> I talked with Anne Walker, Data Services Supervisor, in <br /> the Raleigh Planning Department. She supplied me with a copy <br /> of the j.lmstead District Plan and likewise, relayed my <br /> questions regarding the City ' s participation to the Chief of <br /> Comprehensive Planning, Zoning Administrator, and Subdivision <br /> Administrator. In a follow-up phone call , she told me that <br /> the planning process had gone well and that City staff <br /> involved felt the process had been productive. She also <br /> stated that the plan was the only element in the memorandum <br /> of understanding which had currently taken place, i .e. , <br /> zoning policies around the park have not been addressed yet. <br /> Next, I spoke with Carol Tingley, Parks Environmental <br /> Analyst with NCDP&R and also a member of the Umstead Planning <br /> Task Force. She thought the process had gone well , but <br /> stated that it took longer than initially anticipated. She <br /> emphasized that it was an extremely complex area and that <br /> there were some conflicting goals related to, in particular, <br /> implementation . She also said there were some things written <br /> into the agreement which it was not possible for the City to <br /> comply with , e.g. , the agreement calls for low density <br /> residential areas around the park and there are already <br /> office and institutional uses existing in some of these <br /> areas . <br />
