MEMORANDUM OF UNDERSTANDING - ENO RIVER STATE PARK <br /> Marvin Collins presented for consideration a proposed "Memorandum <br /> of Understanding" between Orange County and the N.C. Division of Parks and <br /> Recreation (NCDP&R) addressing planning activities around Eno River State <br /> Park. <br /> It was the consensus of the Board that the Manager and the <br /> Planning Director meet with Geoffrey Gledhill and Commissioner Hartwell <br /> before they initiate discussions with NCDP&R as recommended by the <br /> Planning Board. <br /> fo OhtnIG Coa*1 1 <br /> 4. TOWN OF HILLSBOROUGH REOUEST h TO RELINQUISH ADMINISTRATION OF <br /> SUBDIVISION REGULATIONS <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Halkiotis not to relinquish administration and enforcement of its <br /> Subdivision Regulations within the Town limits and extraterritorial <br /> jurisdiction until such time as the conditions agreed upon on June 16, <br /> 1987 have been complied with by the Town of Hillsborough. <br /> VOTE: UNANIMOUS. <br /> 5. HOUSE NUMBERING - HIDEAWAY ESTATES SUBDIVISION <br /> Marvin Collins explained the system used in determining house <br /> numbers. He asked that exceptions not be granted. <br /> Dave Plasted, Jean Balick and Anne Rogers, Residents of Hideaway <br /> Estates Subdivision spoke in opposition of the new system and asked that <br /> they be allowed to keep their same house numbers or that they be assigned <br /> two house numbers - the old one and the new number. <br /> After a brief discussion, motion was made by Commissioner <br /> Halkiotis, seconded by Chair Marshall to maintain a consistent methodology <br /> in the application of house numbers in Orange County. The methodology <br /> used in the assignment of house numbers in Hideaway Estates and many other <br /> subdivisions on Rural Routes 2, 5, and 8 is consistent with the policy <br /> approved by the Board on April 21, 1987. <br /> VOTE: AYES, 4; NOES, 1 (Commissioner Hartwell) . <br /> 6. ANIMAL CONTROL ORDINANCE <br /> The Ordinance was received as revised and approved on June 16, <br /> 1987. Two items that need further clarification are: (1) definition on <br /> standards for kennels, and (2) hunting dogs. These two items will be <br /> considered by the Board of Health and a recommendation will be <br /> forthcoming. <br /> 7. CONTINUATION OF INTERGOVERNMENTAL WORK GROUP <br /> It was decided that the Board would like to see intergovernmental <br /> work group be continued with an agenda to include, among other items, <br /> impact fees and the Rural Buffer and that the membership should be <br /> rotating so that all members of the Board may have an opportunity to <br /> participate. <br /> H.
