C. Division of Parks and <br /> Recreation (NCDP&R) to address planning activities around <br /> Eno River State Park . <br /> BACKGROUND : At the September 21 Planning Board meeting, staff asked the <br /> Board for comments on a proposed Memorandum of Understanding <br /> between the County and NCDP&R . Discussions with NCDP&R <br /> personnel relative to the Durham/Hillsborough water line and <br /> potential development impacts on Eno River State Park <br /> highlighted the need for greater coordination of State and <br /> local planning efforts . The State proposed a Memorandum of <br /> Understanding to address such concerns and provided a copy <br /> of such an agreement with the City of Raleigh . <br /> Prior to making a decision on the issue, the Planning Board <br /> requested that staff obtain a copy of the plan to be jointly <br /> developed by the City of Raleigh and NCDP&R. The Board also <br /> asked staff to contact representatives of both agencies and <br /> inquire as to their perceptions of the overall process . <br /> At its October 13 meeting, the Planning Board considered a <br /> draft Memorandum of Understanding as well as information <br /> obtained from the City of Raleigh and NCDP&R. A question <br /> arose as to whether approval of the Eno River State Park <br /> Plan had been given by the Board of Commissioners . A review <br /> of the Commissioners minutes indicated that approval of an <br /> RC&D Measure Plan had been granted on February 16, 1982, but <br /> no approval of the Park Plan was evident. The Planning Board <br /> recommended that Orange County begin discussions with NCDP&R <br /> relative to coordinated planning efforts using the draft <br /> Memorandum of Understanding as the starting point for <br />
