Pikes <br /> PHONE NUMBERS: HILLSBOROUGH 732-8181 <br /> - HILLSBOROUGH 732-9361 <br /> CHAPEL HILL 967-9251 <br /> MEBANE 227-2031 <br /> **************************************************************************** <br /> PURPOSE: To authorize execution of an Emergency ncy S,Ater Grant Application. <br /> BACKC aJND: Again the Department of Natural Resources and Community Develop- <br /> ment (M CD) has announced the availability of Emergency Shelter <br /> Grant Program (ESGP) funds. The purpose of this program is to <br /> assist families and individuals who are homeless primarily due <br /> to their economic circumstances. These grants will be awarded <br /> to local governments to help improve the quality and availabil- <br /> ity of emergency shelters and services for the homeless in <br /> their communities. The maximum grant amount is determined by <br /> the shelter to be assisted with these funds. A shelter may <br /> receive $35,000 for rehabilitation activities and up to $40,000 <br /> for operation and services. The deadline for submission of <br /> the application is November 2, 1987. <br /> State and federal regulations also require that any ESGP funds <br /> received must be matched with non - ESGP funds by the local <br /> government or a subrecipient. In May 1987, the County was <br /> awarded $5,000 in ESGP funds for the Inter-Faith Community <br /> Shelter with that organization acting as subrecipient. Again, <br /> the Inter-Faith Council has agreed to act as sub-recipient and <br /> provide the matching resources necessary. The Towns of Chapel <br /> Hill and Carrboro have decided to submit an application for <br /> B.9GP finds, and if Orange County applies each locality would <br /> request $25,000 which would enable Interfaith to receive a <br /> total of $75,000. The submission of these applications would <br /> represent intergovernmental cooperation on behalf of the Inter- <br /> faith Council. County personnel have met with representatives <br /> of both local governments and Interfaith Council to discuss and <br /> prepare been forwarded to t application. The County application has <br /> appropriate County officials for review <br /> and comment. <br /> RECD DATIO T: Authorize the submission of an Emergency Shelter Grant Application <br /> and authorize the Chair to sign the Application on behalf of the <br /> board. <br />
