D
continued that if it was possible to zone low-density
056 residential around the park, many of the restrictions
of the overlay district would not be necessary.
Jacobs asked Bell if such an agreement could be worked
in with the Land Use Plan Update. Bell responded that
he felt that the Memorandum of Understanding with Eno
River State Park could be handled with the overall
process of the Land Use Plan Update for Eno Township.
MOTION : Pilkey moved that Planning Staff be authorized to
contact and confer with the State regarding the
Memorandum of Understanding with Eno River State Park.
Seconded by Best.
VOTE : 8 in favor.
1 opposed (Yuhasz - did not wish to approve something
of which he did not know the specifics ) .
0 c. Duke Forest - Greenway Policy
Presentation by Collins.
Recently proposed subdivisions adjoining Duke Forest
have referenced the County' s designated greenways as
providing access to the Duke Forest properties .
However, not all points of entry to the Duke Forest
property are suitable for recreation access . At its
August 18, 1987 meeting, the Board of Commissioners
requested that a policy statement concerning the
situation be drafted and presented to them for consid-
eration and adoption .
A policy statement was drafted by the Recreation and
Parks Director and presented to the County Attorney
and Planning Director on September 15. Following
revisions by the County Attorney on September 25, the
Board of Commissioners considered the proposal at its
October 5 meeting . Action on the policy statement was
deferred, pending receipt of comment from Duke Forest
officials .
The Recreation Director has spoken with Judson
Edeburn, the Duke Forest Resource Manager, concerning
the policy, and he has verbally approved the proposal .
Written confirmation is to be provided by October 14,
and the item will be placed on the Board of
Commissioners October 20 agenda for decision .
The Planning Staff recommends approval of the proposed
policy statement (attached on page of these
minutes ) as prepared by the Recreation and Parks
Director.
MOTION : Kramer moved approval . Seconded by Eddleman .
VOTE: Unanimous.
