Orange County Recreation and Parks Department
N
• AD■ j
48 300 West Tryon Street • Hillsborough, North Carolina 27
278 r.
Life.Beinit.
Mary Anne Black, Director
MEMORANDUM
TO: Geoff Gledhill, County Attorney
FROM: Mary Anne Black '-trq
DATE: September 15, 1987
RE: Policy Statement -- Greenway Access to Duke Forest
As per Chair Marshall's request, attached please find a draft for your
review of a policy statement concerning the preservation of the
integrity of the Duke Forest tracts when a designated greenway adjoins
or abutts these properties. This policy statement is recommended by the
County Manager, Planning Director, and myself. The concept was
presented at the last Orange County Recreation & Parks Advisory Council
meeting on September 1st and it met with unanimous approval.
Please note the usage of "recreational" access wordage. "Recreational"
access implies "people"; in that greenways are classfied in basically
four (4) categories not all of which imply "people", this distinction is
important. Greenways can be utilized to (1) protect/preserve unique
natural areas of botanical/wildlife significance, (2) provide natural
undisturbed corridors of greenspace between larger tracts of land, (3)
provide walking (usually paved path) corridors and recreational
opportunities ull n unpaved/unimproved urban areas, and (4) provide hiking and
walking y paved/unimproved paths) opportunities in more rural
or less developed areas. The first two (2) categories do not imply
"people" in that neither one's usage is compatable with people
traversing it for purely recreational purposes.
Please call if you have questions. The County Manager would like to
have this on the agenda for the October 5, 1987 meeting of the Board.
Please ensure timely review.
MAB/pbl
CC: Albert Kittrell, County Manager
Marvin E.
