ORANGE COUNTY R45
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date October 2O2_ 1987
Action Agenda
Item L - _-Eq'
SUBJECT: DUKE FOREST - GREENWAY ACCESS POLICY
DEPARTMENT: PLANNING PUBLIC HEARING Yes X No R
ATTACHMENT( S ) : INFORMATION CONTACT: Mary Anne Black
Proposed Policy Statement Marvin Collins
9/ 15/87 Memorandum-Recreation & Parks Director
County Attorney 9/25/87 Letter
8/ 12/87 Letter-Duke Forest Resource Manager
10/13/87 Draft Planning Board Minutes
TELEPHONE NUMBERS : T
Hillsborough - 732-8181
Durham - 688-7331
Mebane - 227-2031
Chapel Hill - 968-4501
PURPOSE : Consideration of a policy statement concerning the County ' s
position regarding the preservation of the integrity of the
Duke Forest properties when a County greenway abuts and/or
adjoins these properties .
BACKGROUND : Recently proposed subdivisions adjoining Duke Forest have
referenced the County ' s designated greenways as providing
access to the Duke Forest properties . However, not all
points of entry to the Duke Forest property are suitable for
recreation access . At its August 18, 1987 meeting, the Board
of Commissioners requested that a policy statement
concerning the situation be drafted and presented to them
for consideration and adoption .
A policy statement was drafted by the Recreation & Parks
Director and approved by the Manager and Planning Director .
Approval of the policy was also obtained from the Recreation
& Parks Advisory Council on September 1 .
On September 15, the policy proposal was presented to the
County Attorney for review and comment. Following revisions
by the County Attorney on September 25 , the Board of
Commissioners considered the proposal at its October 5
meeting. Action on the policy statement was deferred,
pending receipt of comment from Duke Forest officials .
The Recreation Director has spoken with Judson Edeburn, the
Duke Forest Resource Manager, concerning the policy, and he
has verbally approved the proposal . Written confirmation
supporting the discussion is to be provided .
