042 ATTACHMENT The Board of Commissioners referred the Housing Task Force Report to the Manager for review and development of implementation strategies. The Manager designated the Directors of Finance, Housing and CD, Planning, Economic Development, the CAT Coordinator and the Interim ACM to work on this project. The Manager's Office convened the group for the purpose of formulating an action plan to accomplish the above stated tasks. The following bases, for the work plan, were agreed upon by this Management Team. 1. Distinguish target groups, their relative share of the demographics, and propose remedies respective to target groups. 2. The target groups are low and moderate income families living in substandard and marginal housing; low and moderate income families unable to locate affordably priced housing in the County; low income renters, paying excessive rents and cannot afford standard housing, and are either waiting or ineligible for federal housing assistance; and special populations who are homeless or cannot live independently in traditional housing situations. 3 . For each Task Force recommendation, the team will present objective realistic options on implementation. WORK PLAN ON: Task Force Recommendation One 1. By 11/13/87 team members will meet with officials from the Downtown Housing Improvement Corporation in Raleigh and it's counterpart in Greensboro to discuss the formation of the agencies, mission, population served, program activities, budget, legal authority, and operational structure. 2. By 12/11/87, review sample Bylaws for a Nonprofit Housing Organization; and research statutory authority and limitations. 3 . By 2/12/88 advise the Manager of options for establishing an Orange County Nonprofit Housing Corporation.
