042 <br /> ATTACHMENT <br /> The Board of Commissioners referred the Housing Task Force Report to the <br /> Manager for review and development of implementation strategies. The <br /> Manager designated the Directors of Finance, Housing and CD, Planning, <br /> Economic Development, the CAT Coordinator and the Interim ACM to work on <br /> this project. The Manager's Office convened the group for the purpose of <br /> formulating an action plan to accomplish the above stated tasks. The <br /> following bases, for the work plan, were agreed upon by this Management <br /> Team. <br /> 1. Distinguish target groups, their relative share of <br /> the <br /> demographics, and propose remedies respective to target <br /> groups. <br /> 2. The target groups are low and moderate income families <br /> living in substandard and marginal housing; low and <br /> moderate income families unable to locate affordably <br /> priced housing in the County; low income renters, paying <br /> excessive rents and cannot afford standard housing, and <br /> are either waiting or ineligible for federal housing <br /> assistance; and special populations who are homeless or <br /> cannot live independently in traditional housing <br /> situations. <br /> 3 . For each Task Force recommendation, the team will present <br /> objective realistic options on implementation. <br /> WORK PLAN <br /> ON: <br /> Task Force Recommendation One <br /> 1. By 11/13/87 team members will meet with officials from the <br /> Downtown Housing Improvement Corporation in Raleigh and <br /> it's counterpart in Greensboro to discuss the formation of <br /> the agencies, mission, population served, program <br /> activities, budget, legal authority, and operational <br /> structure. <br /> 2. By 12/11/87, review sample Bylaws for a Nonprofit Housing <br /> Organization; and research statutory authority and <br /> limitations. <br /> 3 . By 2/12/88 advise the Manager of options for establishing <br /> an Orange County Nonprofit Housing Corporation. <br />
