m. <br /> APPROVED JUNE 6, 1988 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> OCTOBER 20, 1987 <br /> The Orange County Board of Commissioners met in regular session on <br /> October 20, 1987 at 7: 30 p.m. in the courtroom of the Old Post Office in <br /> Chapel Hill, NC. <br /> BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners <br /> Moses Carey, Jr. , Stephen Halkiotis, John Hartwell and Don Willhoit. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: Interim County Manager Albert Kittrell, Assistant <br /> County Manager William T. Laws, Interim Assistant County Manager/Personnel <br /> Director Beverly M. Whitehead, Interim Management Analyst/Coordinator <br /> Commission for Women Andi Reynolds, Clerk to the Board Beverly A. Blythe, <br /> Deputy Finance Officer Ken Chavious, Planning Director Marvin Collins, <br /> Social Services Director Marti Pryor-Cook, Housing and Community <br /> Development Director Tara Fikes and Planner Greg Szymik. <br /> A. BOARD AND MANAGER'S COMMENTS <br /> By request of Commissioner Hartwell Item 8 was added under "Items for <br /> Decision" to discuss the letter received from Chatham County regarding <br /> water and Item 9 was added for distribution and discussion of the <br /> Preliminary Draft Report from the Reservoir Site Committee. <br /> Chair Marshall added to the agenda Item 10 for selection of a date to <br /> review manager applications. She added to the recommendation for Fl the <br /> statement "and to authorize the Chair to sign" . She reported that she <br /> was contacted by Dave Maner of Duke Power on the County's request for a <br /> meeting to discuss RDF. The Town of Chapel Hill is also interested in <br /> pursuing this issue with Duke Power. Duke Power will contact us when they <br /> have received more information from the company on implementing their <br /> technical assistance. <br /> B. AUDIENCE COMMENTS <br /> 1. MATTERS ON THE PRINTED AGENDA <br /> Those citizens in the audience who desire to speak to an item on <br /> the printed agenda will be recognized at the time that item is discussed. <br /> 2 . MATTERS NOT ON THE PRINTED AGENDA <br /> Kate Sanford, Treasurer of the Day Care Coalition, asked that the <br /> Board allocate any additional funds that may be available for child care. <br /> She requested that the Board support any efforts from the North Carolina <br /> legislature to appropriate any additional funds. <br /> In answer to a question from Commissioner Willhoit, Social <br /> Services Director Marti Pryor-Cook stated that, according to the <br /> information she received from the State, the County cannot anticipate <br /> receiving any additional funds in addition to the $111, 000 the County has <br /> already been allocated. The County will not know if they will receive any <br /> further funds until December or early January. <br /> Commissioner Willhoit asked that the State be advised of the <br /> situation in Orange County; that requests be made for additional funds and <br /> that our representatives at the Federal level be appraised of the <br /> situation and the need for additional money for day care. <br /> Chair Marshall suggested that the day care funding be reviewed <br /> during the goal setting session scheduled for December 5. <br /> Rick Farrington spoke in support of additional funds. <br /> Virginia Cunningham, President of the League of Women Voters, <br />
