Marshall <br /> None <br /> Phone Numbers: 732-8181, 968-4501, <br /> 227-0231 <br /> PURPOSE: To discuss the continuation of the Intergovernmental Work Group <br /> • <br /> BACKGROUND: The working members of the Intergovernmental Work Group agree that: <br /> ( 1 ) there are many issues of concern to the three jurisdictions that <br /> can benefit from a mechanism by which representatives of the <br /> jurisdictions discuss and propose resolutions to them; <br /> (2) that a mechanism should exist among the jurisdictions to <br /> address issues that are not now identified, but which may arise <br /> and create dissension in the future; <br /> (3) that no further issues should be addressed until after the <br /> municipal elections, and <br /> (4) that the future of the group be discussed by the several <br /> jurisdictional boards as soon as possible. <br /> The members of the group do not agree that the present mechanism providing <br /> for a fixed representation, bi-weekly meetings, and internal agenda setting <br /> is the best mechanism. <br /> While a formal vote has not been taken, it appears that four members would like <br /> to continue on with no change and four members would prefer that: <br /> (1 ) all jurisdictions agree to talk on issues of mutual concern; <br /> (2) that each issue or, group of issues, be identified by the <br /> jurisdictional boards and that the members be appointed to discuss <br /> and propose resolutions to them who are most qualified and/or most <br /> interested in that issue, or, particular set of issues; <br /> (3) that an appropriate calendar of meetings be set for each issue, <br /> or group of issues, and, <br /> (4) that no meetings be held except to discuss such identified issues. <br /> RECOMMENDATION: Discuss and adopt a method of procedure. <br />
