Town of Hillsborough - Request to Relinquish <br /> Subdivision Administration <br /> Presentation by Collins . <br /> On June 2, 1980, the Town of Hillsborough formally <br /> requested that Orange County enforce the County <br /> Subdivision Regulations within the Town limits and <br /> extraterritorial zoning jurisdiction . The Board of <br /> Commissioners approved the request. <br /> Since June of 1980, subdivision activity within the <br /> Town ' s corporate limits and extraterritorial zoning <br /> jurisdiction has been limited (3-5 applications per <br /> year ) . Likewise, revenues collected from application <br /> fees have been minimal , ranging from $630 to $1050 <br /> annually . <br /> The Town Board now feels the Town is ready to adopt <br /> and enforce its own Subdivision Regulations, a draft <br /> of which will be reviewed by the Town Board at its <br /> October 19, 1987 meeting . A public hearing regarding <br /> the regulations has been scheduled for October 27 , <br /> 1987 . The Town, by way of a letter from Mayor Frank <br /> Sheffield, has officially requested that Orange County <br /> release to the Town of Hillsborough the administration <br /> and enforcement responsibilities for the Subdivision <br /> Regulations. <br /> The request follows a June 9, 1987 proposal by the <br /> Town that Orange County release control of enforcement <br /> of the Subdivision Regulations . The Board of <br /> Commissioners agreed to the release on June 16, 1987 <br /> under the following conditions : <br /> ( 1 ) The Town provides Orange County with the opportunity <br /> to review and comment on the proposed regulations <br /> prior to adoption ; and <br /> (2 ) The Town adopts and incorporates into its zoning <br /> ordinance and subdivision regulations design <br /> standards applicable within the Major Transportation <br /> Corridors of 1 -85 and 1 -40 and which meet, as a <br /> minimum, the Recommended Minimum Design Standards <br /> for the Interstate 40 Corridor and Other Controlled <br /> Access Highways as approved by the Triangle J Board <br /> of Delegates on May 27, 1987 . <br /> The Town has not yet provided Orange County with an <br /> opportunity to review the proposed regulations. The <br /> release of jurisdiction would not alter other services <br /> currently performed by Orange County at the request of <br /> the Town ; i . e. , administration and enforcement of the <br /> N . C. State Building Code and the Orange County <br /> Sedimentation and Erosion Control Ordinance. <br /> The Planning Staff recommends that Orange County not <br /> relinquish administration and enforcement of its Sub- <br /> division Regulations within the Town limits and <br />
