081 <br /> 3 <br /> its Township Advisory Council (s) in the area of the County to be affected by <br /> the change: <br /> a) on its own motion; <br /> b) on a request from the chairperson (s) of the Township Advisory <br /> Council (s) in the areas to be affected; <br /> c) in response to a request from Planning Staff. <br /> JOINT PUBLIC HEARING <br /> For all amendments to the Plan, the Board of Commissioners shall hold a <br /> joint public hearing with the Planning Board. When a public hearing is held, <br /> notice shall be given by publishing the time, place and substance of the <br /> proposed amendment at least twice in a newspaper of general circulation in the <br /> County. This notice shall appear in the newspaper for two successive weeks <br /> with the first notice appearing not less than fifteen days nor more than <br /> twenty-five days before the date set for the public hearing. <br /> RECONSIDERATION BY THE PLANNING BOARD <br /> Following a joint public hearing on a Plan amendment, the proposed <br /> amendment shall be referred back to the Planning Board for its review and <br /> recommendation. <br /> BOARD OF COMMISSIONERS ACTION <br /> The Board of Commissioners shall decide by formal vote, on the request <br /> for a Plan amendment following the final Planning Board recommendation. <br /> LAND USE PLAN ANNUAL REPORT <br /> The Planning Board at its regular meeting each November shall hear a <br /> report prepared by the Planning Staff on the status of the Land Use Plan <br /> including: <br /> a) a summary of proposed amendments to the Plan over the past year <br /> and their disposition; <br /> b) an analysis of current and potential land use issues in the County <br /> and how well the Plan addresses these issues; <br /> c) staff recommendation for possible changes to the Plan. <br /> Based on Planning Staff' s report, the Planning Board may direct Staff to <br /> prepare specific amendments to the Plan or, if in the Board' s opinion the <br /> changes needed in the Plan are extensive in scope and number, the Board may <br /> recommend to the Board of Commissioners a wholesale revision of the Land Use <br /> Plan. <br />
