080 2 <br /> c) proposals for new freestanding plan areas or additions to existing <br /> areas that exceed 100 acres. <br /> Secondary amendments include: <br /> a) revision of a node area where the additional area is contiguous <br /> with the existing area and does not increase the existing area by <br /> more than 10 acres; <br /> b) extension of any plan area where the additional area is contiguous <br /> with the existing area and does not increase the existing area by <br /> more than 100 acres; <br /> c) correction of any error or ommission in the Plan; <br /> d) revisions to any factual or descriptive material in the Plan. <br /> WHEN AMENDMENTS MAY BE CONSIDERED <br /> Principal amendments to the Plan shall be considered once a year at the <br /> quarterly joint public hearing in February. Secondary amendments to the Plan <br /> may be considered four times a year at the quarterly joint public hearings in <br /> February, May, August and November . However, no principal amendment is to be <br /> considered in conjuction with a rezoning request for the same property. Such <br /> rezoning requests may only be considered at subsequent hearings or meetings. <br /> (Note: after September 2 , 1983, n.Q Land Use Plan amendments are to be consid- <br /> ered in conjunction with a rezoning request. ) <br /> REFERRAL OF AMENDMENTS <br /> Amendments proposed by the Board of Commissioners or the Planning Board <br /> or an amendment application made by a person or agency shall be referred to the <br /> Orange County Planning Department. Amendment applications should contain a <br /> description of the changed or changing conditions which justify the requested <br /> change, or the error or omission in the Plan which the amendment seeks to <br /> correct, or the changed land use policy which necessitates an amendment. <br /> STAFF REVIEW <br /> For each proposed amendment to the Plan, the Orange County Planning <br /> Deparment shall carry out an analysis of the proposed amendment and its effect <br /> on land use in the particular area of the proposed change and the County as a <br /> whole. Based on its analysis, Planning Staff shall prepare a recommendation on <br /> the proposed amendment. <br /> PLANNING BOARD PRELIMINARY REVIEW <br /> The proposed amendment along with the analysis and recommendation of the <br /> Planning Staff shall be considered by the Planning Board at a regularly <br /> scheduled meeting. The Planning Board may refer the proposed plan amendment to <br />
