2066 <br /> e) the subdivision roads, even if constructed to <br /> State Standards, would not be accepted by the <br /> State for maintenance due to density or some <br /> other State requirements that the subdivision <br /> cannot meet. <br /> EVALUATION <br /> In applying these conditions to the preliminary plan for <br /> Sykes Glen, the Planning Department notes the following : <br /> 1 . The proposed subdivision is located in a rural area <br /> of the Cane Creek Watershed in which unpaved roads <br /> are compatible and impervious surfaces are limited. <br /> Some of the existing topography is at a gradient of <br /> 15%. However, the proposed road could be con- <br /> structed at a 10% slope within the 50 ' right of way <br /> shown. <br /> 2. a) The subdivision consists of less than ten ( 10 ) <br /> lots. The nine lots proposed will be covered <br /> by restrictive covenants to prohibit further <br /> subdivision of those lots. <br /> b ) The subdivision will preserve a natural area. <br /> The property is located in the Cane Creek <br /> Protected Watershed area, which limits the <br /> amount of impervious surface allowed. If <br /> Sykes Glen Trail were paved, it would create <br /> 0.66 acre (28, 800 sq. ft. ) of impervious <br /> surface. A portion of each lot will remain <br /> undisturbed in its natural state as required <br /> by Article 6.23. 8 of the Zoning Ordinance. <br /> c) The subdivision does not include or abut any <br /> part of a thoroughfare or street shown on the <br /> Orange County thoroughfare plan or on the <br /> thoroughfare plan of an Orange County munici- <br /> pality. It does not lie within a designated <br /> transition area determined by the County. <br /> d) The subdivision does not Join or extend an <br /> existing subdivision where the road is private <br /> or unpaved. <br /> e) If constructed to State standards, Sykes Glen <br /> Trail may be accepted by the State for main- <br /> tenance since it could meet the density <br /> requirement of 2 houses per 0. 1 mile. <br /> However, DOT has commented that the sight <br /> distance at SR 1117 is minimal even with <br /> realignment and clearing of vegetation . <br />
