047 <br /> JUSTIFICATION FOR A PRIVATE ROAD IN RAM'S WOODS <br /> The character of the subdivision and the location of RAM'S Woods make <br /> it preferable that a private road serve the subdivision. <br /> • the secluded nature of the subdivision at the final ending <br /> of state road 1131 (a gravel road) suggests a private road is <br /> appropriate; <br /> • because the subdivision is bounded on three other sides by a <br /> cemetary, a power line right of way, undeveloped land, and a small <br /> 10 lot) subdivision, a private road is consistent with the setting; <br /> • the subdivision will include a large percentage (46 percent) of <br /> common area maintained under covenants by the lot owners. A pri <br /> vate road is more consistent with this arrangement than a public <br /> road would be; <br /> • the subdivision owners plan to minimize public access to the sub- <br /> sivision; <br /> • as shown by the accompanying photographs, the proposed road is <br /> not a continuation of SR 1131, but comes off this road at approx- <br /> imately a 75 degree angle; <br /> • the area immediately adjacent to the end of state road maintenance <br /> has been been served for many years by private access to the <br /> Crosswords Baptist Church Cemetary; <br /> • the subdivision plan to maximize retention of the mature forest <br /> is more consistent with a private than a public road; <br /> • there have been numerous burglaries in the area of the proposed <br /> subdivision. The applicants for this approval live in the area <br /> and their home has been burglarized four times in the last five <br /> years; A public road would decrease safety from crime in the <br /> area by increasing public access to private homes. <br />
