The Department of Transportation <br /> commented that Dal -Rae Forest Road does <br /> not meet their design standard for <br /> minimum centerline radius . <br /> The Planning Staff recommends that the <br /> preliminary plan of Dal -Rae Forest be <br /> denied and that the plan be resubmitted <br /> with Dal -Rae Forest Road designated as a <br /> public road and redesigned according to <br /> State standards . <br /> If the Planning Board elects to approve <br /> the preliminary plan as presented, the <br /> Staff recommends the following conditions <br /> of approval : <br /> ( 1 ) Submit payment in lieu of dedication <br /> of recreation/open space ( $341 .00 ) . <br /> (2) Lot 11 will need an easement or <br /> ownership of area south of the creek <br /> on Lot 12 for septic tank disposal . <br /> Best asked if approval could be granted adding <br /> a third condition that Dal -Rae Forest Road be <br /> designated as a public road . Crudup responded <br /> that would require substantial changes to the <br /> plat with the shifting of lot lines . <br /> MOTION : Best moved denial of Dal -Rae Forest as <br /> recommended by Planning Staff . Seconded by <br /> Pilkey. <br /> Jacobs asked for clarification of the Planning <br /> Staff private road evaluation regarding the <br /> statement that the subdivision does not <br /> preserve a natural area. Crudup explained <br /> that this was due to a different <br /> interpretation of a natural area. She noted <br /> that the applicant' s point was true in regard <br /> to tree preservation . <br /> Yuhasz asked about the short curve. Alois <br /> Callemyn, Surveyor, stated that the road had <br /> been designed by NCDOT employees and indicated <br /> it should meet NCDOT standards. Callemyn <br /> continued that the reason for the particular <br /> design of the road was to fit an existing <br /> ridge to allow drainage on both sides of the <br /> road and would provide the necessary sight <br /> distance. Callemyn indicated the developers <br /> and prospective buyers much prefer the privacy <br /> of a private road and are willing to maintain <br /> it as such .
