All land-disturbing and dumping activity <br /> must cease immediately , and must not start again until the <br /> necessary permits to operate a landfill are obtained. In previous <br /> letters and conversations, members of my staff have explained what <br /> permits are necessary for you to operate a Iandfill . <br /> The STOP WORK ORDER is being posted for the following reasons : <br /> 1 .
