271 <br /> SECTIONV XIII <br /> HC : HIGH-WAY COMMERCIAL DISTRICT <br /> The primary intent of the Highway Commercial District (HC) is to provide <br /> in appropriate locations, sizes and mixtures, commercial and office uses <br /> designed to serve the users of major highways and thoroughfares. The <br /> Highway Commercial District is intended to encourage more efficient use <br /> of land resources and to protect visual quality as viewed from the public <br /> roadway. The uses of this district shall be controlled by development <br /> standards designed to protect abutting <br /> land uses, to provide for clustering compatible usesrandrto limitothetible <br /> number of driveway connections onto the major highway. <br /> 1. PLANS REQUIRED <br /> (a) SKETCH PLAN - Prior to submitting a Detailed Site Plan the <br /> applicant may wish to submit a non-binding sketch plan to <br /> the Planning Director for review comment and discussion. <br /> (b) DETAILED SITE PLAN - The developer shall submit to the Durham <br /> Coun and Inspections Department a Detailed Site <br /> an or review. When the Detailed Site Plan is found to be <br /> in compliance with the development standards for the HC District <br /> a Building Permit shall be issued. Site clearing, <br /> grading shall not be permitted until a Building ermitbiisnissued. <br /> The Detailed Site Plan shall include: <br /> 1 ) A vicinity map clearly establishing the location of the <br /> proposal with readily recognizable county landmarks; <br /> 2) A development summary including number of acres in the <br /> development, proposed use (s) of building (s) , total <br /> building square footage, required parking spaces and <br /> parking spaces provided; <br /> 3) An accurate drawing of property boundaries; <br /> 4) Existing topography, tree cover, water courses and water <br /> bodies, flood plains and floodways; <br /> 5) Identification and location of all existing site improve- <br /> ments including streets, water, sewer, <br /> buildings and other significant site featuresdrainage, <br /> 6) Location of proposed buildings, driveways, parking areas buffers; 9 s <br /> 7) Location of trash dumpsters and required screening; <br /> 8) Grading, drainage, erosion and sedimentation control , la ou <br /> and utility plans with necessary permits; y t <br /> 9) Landscaping Plan; and <br /> 34 <br />
