PROPOSED ORDINANCE AM.ENDVENT <br /> 263 <br /> ORDINANCE: Zoning Ordinance <br /> REFERENCE: Article 4 .3 - Permitted Use Table <br /> Article 10 . 4 - Off-Street Parking Requirements <br /> ORIGIN OF AMENDMENT: Staff Planning Board <br /> BOCC x l i c <br /> Other : <br /> STAFF PRIORITY RECOMMENDATION: High _Middle_x, Low <br /> Comment: <br /> EXPECTED PUBLIC HEARING DATE: August 24 , 1987 <br /> PURPOSE OF AMENDMENT: To amend Article 4 . 3 of the Zoning <br /> Ordinance to allow Crematoria as a use <br /> by right in zoning classifications <br /> 1 -1 , 1 -2, and 1 -3. <br /> IMPACTS/ ISSUES : This amendment arose from a citizens re- <br /> quest. The request was for an ordinance <br /> amendment that would allow Crematoria as a <br /> permitted use. At present, Crematoria are <br /> not included in the permitted use table. <br /> There is no similar use in the table under <br /> which Crematoria may be included . As such, <br /> they are not permitted in the portions of <br /> Orange County where the Zoning Ordinance is <br /> applicable. A review of other local <br /> Ordinances shows that Crematoria are allowed <br /> as a use by right in industrial zones by <br /> Carrboro and Durham County . The Chapel HiII <br /> Ordinance does not address them. Orange <br /> County currently has a crematorium in <br /> operation in Hillsborough Township on <br /> Oakdale Drive. Information obtained from <br /> that operation indicates that crematoria are <br /> not large facilities. A typical facility <br /> will be 2,400 square feet in size. They are <br /> regulated by both the N. C. Board of Mortuary <br /> Science and the N. C. Environmental Protec- <br /> tion Division. . They are required to have an <br /> emissions permit from N.C. Environmental <br /> Protection Division and are regularly <br /> checked for emission of smoke and particles . <br /> It was also reported that crematoria produce <br /> little traffic, no noise, and are not <br /> visually distinguishable as crematoria. <br />
